The HOME program helps foster the growth and capacity of local nonprofits by requiring that each PJ sets aside 15 percent of its HOME allocation to fund housing that will be owned, developed, or sponsored by entities designated as community housing development organizations (CHDOs). CHDOs are private nonprofit agencies committed to providing decent and affordable housing for low-income people.
DCEA’s Technical Assistance Training Program can provide training and organizational support to CHDOs and nonprofits that are prospective CHDOs. The technical assistance is targeted to the recipients or intended recipients of HOME funds. The focus of this assistance is to facilitate the education of low-income homeowners and tenants; to promote the ability of CHDOs, including community land trusts, to maintain, rehabilitate and construct housing for low-income and moderate-income families and to help women who reside in low-and moderate-income neighborhoods rehabilitate and construct housing.
