Douglas-Cherokee Economic Authority (DCEA) is a Community Action Agency that was organized in 1965 by the local government as a nonprofit corporation. It has grown to include programs throughout the states of Tennessee and Kentucky. The purpose of the agency is to help families living in poverty improve their level of living by overcoming the barriers that hinder self-sufficiency. DCEA is a sponsoring organization that encompasses more than 20 programs, including the HUD Technical Assistance Training Program.
